26일 김성 유엔대사는 제78차 유엔총회 기조연설을 통해 조선반도 정세에 대하여 다음과 같이 지적하였다.

 

 

2023년은 미국과 추종세력들의 무분별하고도 끊임없는 핵대결광증으로 말미암아 조선반도와 지역의 군사안보형세가 핵전쟁의 문어구에 보다 가깝게 다가선 위험천만한 해로 력사에 기록되였습니다.

 

 

년초부터 미국과 《대한민국》은 《정권종말》, 《평양 점령》과 같은 유엔헌장의 원칙과 목적을 란폭하게 유린한 히스테리적인 대결망언을 떠들면서 우리 국가의 문전에서 《프리덤 쉴드》, 《쌍룡》, 《련합합동화력격멸훈련》, 《을지프리덤 쉴드》와 같은 침략적성격이 명백한 합동군사 연습들을 련이어, 그것도 사상최대의 규모로 벌려놓았습니다.

 

 

지난 4월 조선민주주의인민공화국에 대한 핵선제공격을 계획, 작전, 실행하는것을 사명으로 하는 이른바 《핵협의 그루빠》라는것을 조작한 미국은 수십년만에 처음으로 핵무기를 탑재한 핵전략잠수함과 핵전략폭격기들을 조선반도와 그 주변에 무시로 출몰시키면서 핵전쟁도발흉계를 실천단계에 서 추진하고 있습니다.

 

 

또한 미국은 미, 일 《한》 3각군사동맹체제를 수립함으로써 오래동안 야망해온 《아시아판 나토》창설기도를 실천에 옮겼으며 이로하여 동북아시아지역에는 《신랭전》 구도가 들어서게 되였습니다.

 

 

조선반도지역정세가 오늘과 같이 위험천만한 상황에 이르게 된데는 힘의 과신에 빠져 패권야욕을 기어이 실현하려는 미국에 원인이 있지만 친미굴종과 동족대결에 환장이 되여 민족의 머리우에 핵전쟁의 참화를 몰아오고있는 현 《대한민국》집권세력에도 응당한 책임이 있습니다. 사대매국적이며 굴욕적인 외세의존정책으로 말미암아 현 괴뢰《정부》가 집권한 후 《대한민국》 전역은 그야말로 미국의 군사적식민지, 전쟁화약고, 전초기지로 화하였으며 조선반도는 언제 핵전쟁이 터질지 모르는 일촉즉발의 위기에 처하였습니다.

 

 

조선반도정세를 실제적인 무력충돌상황으로 몰아가는 미국과 추종세력들의 망동은 지역의 군사정치정세와 안전구도에 돌이킬수 없는 파괴적영향을 미치고있으며 현 정세는 조선민주주의인민공화국으로 하여금 자기스스로를 철통같이 방위하기 위한 자위력강화를 더욱 가속화할것을 절실히 요구하고 있습니다.

 

 

외부의 적대적위협으로부터 국가의 자주권과 안전리익, 인민의 안녕을 철저히 수호하려는 조선민주주의인민공화국의 결심은 확고부동하며 절대불변합니다. 미국과 그 추종세력들은 우리 국가의 영상을 훼손시키고 우리의 안전과 근본리익을 엄중히 침해하는 적대행위가 어떤 결과를 가져왔는가를 돌이켜보아야 하며 앞으로 또 어떤 결말에로 이어지겠는가를 스스로 판단하고 정확한 선택을 하여야 할것입니다.

나는 먼저 데니스 프란씨스선생이 유엔총회 제78차회의 의장으로 선거된것을 축하하며 당신의 능숙한 사회밑에 회의가 훌륭한 성과를 거두게 되리라는 확신을 표명합니다.

 

아울러 나는 유엔총회 제77차회의 의장 처버 꾀뢰쉬 선생이 지난 1년간 총회사업의 성과적보장을 위해 적극적인 노력을 기울인데 대하여 평가합니다.

 

 

 

의장선생,

 

평화와 번영, 진보와 발전은 유엔창립의 기본 취지이며 어제도, 오늘도 변함없는 인류의 념원입니다.

 

국제사회의 단합된 노력에 의하여 국제적공중보건비상 사태는 종식되였지만 세계는 의연 신형코로나비루스감염증 이라는 악성전염병위기가 초래한 사회정치적불안정에서 벗어 나지 못하고 있습니다.

 

올해 엘리뇨현상을 비롯한 재해성이상기후의 영향으로 세계의 많은 나라와 지역들에서 극심한 고온과 가물, 파괴적인 산불과 폭우가 발생하고 그로하여 막대한 인적 및 물적손실이 초래된 사실은 우리에게 기후변화문제는 더이상 방관시되지 말아야 할 초미의 공동과제라는것을 재삼 깨우쳐주고있습니다.

 

설상가상으로 패권과 사리를 추구하면서 진영대결과 편가르기를 시도하는 일부 유엔성원국들의 불공정한 행태로 하여 국제무대에서는 민족간, 세력간, 종족간, 교파간대립과 류혈충돌이 끊기지 않고있습니다.

 

인류가 현존하는 이 모든 위기와 도전들을 해결하고 2030지속개발의정의 목표들을 성과적으로 달성해나가자면 유엔을 중심으로 하는 다무주의체계를 수호하고 국제법과 국제관계의 기본원칙들에 기초하여 나라들사이의 단결과 협조를 도모하면서 문제해결의 옳바른 방도를 모색하여야 할것입니다.

올해 조선민주주의인민공화국은 창건 75돐을 맞이합니다.

 

지금 우리 인민은 력사의 온갖 시련과 도전속에서도 나라와 민족의 존엄과 자주권을 굳건히 수호하고 자존과 번영의 든든한 기틀을 마련하여온 공화국의 75년사를 돌이켜 보면서 더욱 강성부흥할 미래를 굳게 확신하고있습니다.

 

최근년간 세계가 직면한 온갖 도전과 시련들은 조선민주주의인민공화국에도 무시할수없는 애로와 난관을 조성하였습니다.

 

하지만 우리 공화국정부는 주동적이며 적극적인 노력으로 난국을 타개하면서 경제건설과 인민생활향상을 비롯한 각 방면에서 고무적이고 전진적이며 자부할만한 성과들을 련이어 이룩하였습니다.

 

공화국정부는 악성전염병이 전파력과 면역회피력이 강한 형태로 변이되면서 인류의 생존과 발전을 계속 위협하고 있는데 대처하여 과학적이며 투명한 방역정책과 전체 인민의 고도의 자각적일치성에 의거하여 방역상황을 안정적으로 통제관리해나가고 있으며 미래의 그 어떤 보건위기에도 주도적으로, 성공적으로 대처할수 있는 국가방역능력건설을 박력있게 추진해나가고 있습니다.

 

나라의 모든 부문을 균형적으로, 동시적으로 발전시키는데 큰 힘을 넣음으로써 경제건설의 각 분야에서 뚜렷한 장성 추이를 보이고있으며 불리한 기상기후조건에서도 농업생산을 안정적으로 발전시킬수 있는 전망이 열리였습니다.

 

인민들에게 유족하고 문명한 생활조건을 마련해주는것을 자기 활동의 최고 원칙으로 내세우고 있는 조선로동당과 공화국정부의 인민대중제일주의정책에 의하여 지난해에 이어 올해에도 평범한 근로자들에게 수많은 현대적인 살림집들이 무상으로 배정되고 있으며 탁아유치원년령기의 모든 어린이들에게 국가적부담으로 하루에 빠짐없이 정상적으로 젖제품을 먹일수 있는 체계와 질서가 정연하게 수립되였습니다.

 

날로 심각해지고있는 기후변화와 재해성이상기후현상에 대처하기 위한 공화국정부의 적극적인 노력에 의하여 전국적범위에서 나라의 국토와 생태환경을 보호개선하기 위한 사업이 강력히 추진되고 국가적인 재해방지능력강화에 필요한 물질기술적토대가 전망성있게 갖추어지고있습니다.

 

엄혹한 형세속에서도 국가경제발전과 인민생활향상에서 이룩된 성과들은 자력자강의 힘으로 자기자신들과 후대들의 행복한 미래를 앞당겨오려는 전체 조선인민의 애국적이며 헌신적인 노력에 의하여 마련된 소중한 결실입니다.

전면적국가부흥의 웅대한 목표들의 완벽하고도 실속있는 달성을 지향하고 있는 조선인민에게 있어서 오늘날 국가의 안전환경과 발전리익을 수호하는것은 그 무엇보다도 선차적인 요구로 나서고 있습니다.

 

그러나 올해 조선반도지역에서는 일부 유엔성원국들의 강권과 전횡에 의하여 《모두를 위한 평화와 번영, 진보》를 지향한 본 총회의 주제에 배치되는 매우 불미스러운 상황이 조성되였습니다.

자주적인 주권국가들사이의 평등하고 호혜적인 관계발전은 미국의 식민지에 불과한 《대한민국》이 간섭할 문제가 못됩니다.

 

사대매국적이며 굴욕적인 외세의존정책으로 말미암아 현 괴뢰《정부》가 집권한 후 《대한민국》 전역은 그야말로 미국의 군사적식민지, 전쟁화약고, 전초기지로 화하였으며 조선반도는 언제 핵전쟁이 터질지 모르는 일촉즉발의 위기에 처하였습니다.

외부의 적대적위협으로부터 국가의 자주권과 안전리익, 인민의 안녕을 철저히 수호하려는 조선민주주의인민공화국의 결심은 확고부동하며 절대불변합니다.

조선민주주의인민공화국 국무위원장 김정은동지께서는 주권국가들에 대한 제국주의자들의 침략과 전쟁책동을 허용하지 말아야 하며 전쟁의 위험을 막고 세계의 평화와 안전을 수호하기 위하여 적극 투쟁하여야 한다고 말씀하시 였습니다.

 

지금 미국은 저들의 일방주의적이며 패권주의적인 가치관에 기초하여 다른 나라들을 제멋대로 평가하고 진영대결을 강요하면서 나라들사이의 분렬과 충돌을 극구 조장하고 있습니다.

 

미국이 이른바 동맹강화를 위한 정치군사적결탁을 전례없는 규모에서 추구하고 이미 제명을 다 산 나토와 같은 침략적군사쁠럭을 부활시켜 전세계적범위에로 확대하고 있는것으로 하여 오늘날 세계는 제2차세계대전이후 최악의 안보위기에 직면해있습니다.

 

패권과 팽창을 추구하여 행성의 곳곳에서 류혈적인 대결과 정변, 전쟁을 조작하고 부추기며 다른 나라들의 안전을 위협하는 지배주의세력의 강권행위가 존재하는한 그 어느 나라와 지역도 안전하다고 말할수 없습니다.

 

현실은 전쟁의 참화로부터 인류의 현재와 미래를 수호하며 국제적정의를 실현하는것을 사명으로 하고 있는 유엔이 공정성과 객관성의 원칙을 철저히 준수하면서 헌장에 명기된 자기의 사명과 역할을 책임적으로 수행해나갈것을 절실히 요구하고 있습니다.

 

유엔의 활동에서 선차적으로 해결되여야 할 문제는 국제평화와 안전유지라는 무거운 책임을 지난 유엔안전보장 리사회가 특정세력의 지정학적목적실현의 수단으로 악용될것이 아니라 자기 활동에서 객관성과 공정성, 형평성을 철저히 견지하는것입니다.

 

유엔안전보장리사회가 유엔의 당당한 일원인 조선민주주의 인민공화국의 합법적인 위성발사권리를 단독안건으로 취급하고 《인권문제》를 론의하는 불명예스러운 회의를 벌려놓은것이 불과 1개월전의 일입니다.

 

안전보장리사회가 국제평화와 안전보장과는 너무도 거리가 먼 주권국가의 정당한 자주적권리를 론의탁에 올려놓고 자기의 권능과 인연이 없는 개별적 나라의 인권상황을 무근거하게 걸고든것은 유엔헌장의 정신에 대한 모독이며 기구의 사명에 대한 의식적인 태공외 다른 아무것도 아닙니다.

 

반면에 안전보장리사회는 조선반도지역과 국제평화와 안전에 명백한 위협으로 되는 미국과 추종세력들의 극악무도한 반공화국핵전쟁연습과 끊임없는 전략자산투입에 대해서는 단 한차례의 우려도 표명하지 않았습니다.

 

국제사회의 강력한 항의와 규탄에도 불구하고 일본이 끝끝내 핵오염수를 바다에 방류함으로써 인류의 생명안전과 해양생태환경에 돌이킬수 없는 위해를 끼쳤지만 안전보장 리사회는 침묵하고 있으며 지어 일부 상임리사국들은 이를 부추기는 실로 무책임한 행위도 서슴치 않고 있습니다.

 

안전보장리사회가 국제평화와 안전을 수호하기 위한 본연의 사명과 책무를 다하지 못하고 있는 근원은 다름아닌 미국과 그에 추종하는 일부 유엔성원국들의 불공정하고 이중기준적인 처사에 있습니다.

 

안전보장리사회가 유엔헌장에 명기된 주권평등과 자주권 존중의 원칙을 준수하지 않는다면 언제가도 전체 유엔성원국 들의 총의를 대변한다는 긍정적인 평판을 가질수 없게 될것이며 결국 미국의 《안방》이라는 수치스러운 오명만을 떠안게 될것입니다.

 

안전보장리사회에서 미국을 비롯한 특정세력들의 강권과 전횡을 막기 위해서는 서방주도의 불합리한 성원국구도를 개변하여야 하며 이를 위해서는 유엔성원국들의 절대다수를 차지하는 발전도상나라들의 대표권을 확대강화하여야 합니다.

 

또한 안전보장리사회가 자기의 사명과 권능에 맞지 않는 문제들을 의제화하여 주권국가들의 영상에 먹칠을 하고 내정에 간섭하며 대결과 분렬을 부추기는 행위를 근절하여야 합니다.

 

이 자리를 빌어 조선민주주의인민공화국 대표단은 미국의 악랄한 제재봉쇄와 내부와해책동에 맞서 사회주의기치를 변함없이 고수해나가고 있는 꾸바에 전적인 지지성원을 보내면서 수십년간 지속된 경제적대학살행위인 미국의 반꾸바 경제, 무역 및 금융봉쇄와 테로지원국지정을 강력히 규탄 배격하며 이를 즉시 철회할것을 요구합니다.

 

이와 함께 수리아, 베네수엘라, 이란을 비롯한 자주적인 나라들에 부당하게 가해지고있는 모든 강압조치들을 즉시, 완전히, 무조건 철회할것을 요구하며 동부꾸드스를 수도로 하는 독립국가창설을 비롯하여 합법적인 민족적권리를 되찾기 위한 팔레스티나인민의 정의의 위업에 변함없는 지지와 련대성을 보내는 바입니다.

자주, 평화, 친선은 조선민주주의인민공화국이 시종 일관하게 견지하고있는 대외정책적리념입니다.

 

조선민주주의인민공화국은 앞으로도 침략과 간섭, 지배와 예속을 반대배격하고 자주를 지향하고 정의를 사랑하는 모든 나라, 민족들과 사상과 제도의 차이에 관계없이 단결하고 협조할것이며 우리 나라를 존중하고 우호적으로 대하는 자본주의나라들과도 다방면적인 교류와 협력을 확대발전 시켜나갈것입니다. 감사합니다.

Allow me, first of all, to congratulate you, Mr. Dennis Francis, on your election as President of the 78th session of the United Nations General Assembly. I am confident that your able stewardship will lead this session to an excellent fruition.

 

I would also like to appreciate Mr. Csaba Korösi, President of the 77th session of the UNGA, for his active efforts devoted to ensure the success of the previous session.

 

Mr. President,

 

Peace, prosperity, progressand development are the main purposes of the foundation of the United Nationsand they remain an invariable desire of humankind as ever.

 

Thanks to the joint efforts of the international community, the global public health emergency is terminated. However, the world has yet to be freedrom the socio-political instability incurred by the malignant pandemic crisis COVID-19.

 

This year, disaster-prone abnormal climate such as El Niño caused extreme high temperature, drought, destructive forest fireand heavy rains in many countriesand regions around the world, resulting in enormous humanand material losses. It once again reminds us of the fact that the climate change is a pressing common task to which we should no longer remain indifferent.

 

To make matters worse, some UN member states are instigating confrontation between campsand bloc-forming in pursuance of hegemonyand self-profits. Because of their prejudiced behavior, conflictand bloodshed among nations, forces, ethnicsand religious sects are continuing unabated in the international arena.

 

Inorder for humanity to successfully achieve the goals of the 2030 Sustainable Development Agenda braving through all these crisesand challenges, we should seek correct waysand means to solve the problems while defending multilateralism around the UNand promoting unityand cooperation among countries on the basis of the international lawand fundamental principles governing the international relations.

 

Mr. President,

 

This year, the Democratic People’s Republic of Korea (DPRK) greeted its 75th founding anniversary.

 

Recollecting its 75-year history of the DPRK which has firmly safeguarded the dignityand sovereignty of the countryand nationand has laid solid foundation for self-respectand prosperity even in the face of manifold trialsand challenges, our people are firmly convinced of its thriving future to be more powerful.

 

Challengesand trials of various kinds faced by the world in recent years created innumerable hardshipsand difficulties for the DPRK as well.

 

But the government of the DPRK achieved encouraging, progressiveand proud successes one after another in all sectors including economic constructionand improvement of people’s living standards, overcoming the difficulties on its initiative by positive efforts.

 

As the malignant disease mutates into new variants with high transmissionand immunity evasionand continue to threaten the existenceand development of humankind, it controlsand manages the anti-epidemic situation in a stable manner relying on scientificand transparent anti-epidemic policyand entire people’s strong unity of voluntary action.

 

It is also accelerating the building of the state anti-epidemic capacity to successfully counter any future health crisis in a proactive manner.

 

It has put considerable efforts into developing all sectors of the country in a simultaneousand balanced way. Thus, all sectors of economic construction are showing clear growth trendand the agricultural sector opened up a prospect for increased stable production even under the unfavorable weather conditions.

 

Providing the people with affluentand civilized living conditions is the supreme principle that governs the activities of the Workers' Party of Koreaand the DPRK government.

 

Their people-first policy has ensured thatordinary workers are distributed with numerous modern dwelling houses free of charge this year too as in the last yearand all children in nurseriesand kindergartens are regularly given dairy products on a daily basis at the state expense by the well-establishedorderly system.

 

The DPRK government has made dynamic efforts to cope with the ever-worsening climate changeand disaster-prone abnormal weather conditions. As a result, protectionand improvement of the country’s landand ecological environment are powerfully promoted on a nationwide scale,and the materialand technical bases needed for building state resilience against disasters laidrom the long-term perspective.

 

The achievement made in national economic developmentand improvement of the people’s livelihood even amidst harsh conditions is a precious fruition of patrioticand devoted efforts of the entire Korean people striving to bring earlier a happy future for themselvesand for posterity by dint of self-relianceand self-development.

 

Mr. President,

 

For the Korean people aspiring to a perfectand substantial attainment of the grand objectives for overall national prosperity, it is the firstand foremost requirement for them today to defend security environmentand development interest of the state.

 

However, the high-handedand arbitrary practices of some UN member states have created unhappy situation on the Korea peninsula this year that runs counter to the theme of the current sessionoriented towards “peace, prosperityand progress for all”.

 

Owing to the recklessand continued hysteria of nuclear showdown on the part of the U.S.and its following forces, the year 2023 has been recorded as an extremely dangerous year that the military security situation inand around the Korean peninsula was driven closer to the brink of a nuclear war.

 

From the beginning of the year, the U.S.and the “Republic of Korea” made hysterical remarks of confrontation such as “end of the regime”and “occupation of Pyongyang” in flagrant violation of the principlesand purposes of the UN Charter. They staged largest scale joint military exercises of clearly aggressive nature one after another on our doorstep including the “Freedom Shield”, “Ssangryong”, “Combined Joint Fire Annihilation Drill”,and “Ulchi Freedom Shield”.

 

After fabricating the so-called “Nuclear Consultative Group” in April committed to the planning, operationand execution of preemptive nuclear strike against the DPRK, the U.S. is now moving on to the practical stage of realizing its sinister intention to provoke a nuclear war by frequently dispatching strategic nuclear submarinesand strategic nuclear bombers carrying nuclear weapons inand around the Korean peninsula for the first time in decades.

 

The formation of the tripartite military alliance among the U.S., Japanand the “ROK” has also put into practice its long-sought ambition for “Asian version of NATO", thus introducing a “new cold war” structure to Northeast Asia.

 

Mr. President,

 

The current dangerous situation on the Korean peninsula is attributable to the U.S. in its attempt to realize its ambition for hegemony by all means, overestimating its powers. But due responsibility also lies with the incumbent “ROK” ruling forces that try to impose the scourge of a nuclear war on the nation, obsessed with pro-U.S. submissionand fratricidal confrontation.

 

Only a few days ago, at this very place, Yoon Suk Yeol unreasonably denounced our justand legitimate measures to enhance national defense capabilitiesand even went so far as to make provocative remarks about the normal development of cooperative relations among our friendly neighbours.

 

Development of equaland reciprocal relations betweenand among independent sovereign states is not an issue for the “ROK” to interfere in as it is no more than a colony of the U.S. Ever since the current puppet "government" came to power, the whole area of the “ROK” turned literally into a military colony of the U.S., powder keg of warand military outpost, due to its sycophanticand humiliating policy of depending on outside forcesand the Korean peninsula is in a hair-trigger situation with imminent danger of nuclear war breakout.

 

The reckless acts of the U.S.and its following forces are exerting irreversibly destructive impact on the regional politico-military situationand security structure as they drive the situation of the Korean peninsula into actual armed conflict. Given the prevailing circumstances, the DPRK is urgently required to further accelerate the build-up of its self-defence capabilities to defend itself impregnably.

 

It is only too natural that the more the reckless military movesand provocations of the hostile forces are intensified threatening the sovereigntyand security interests of our state, the more our endeavours to enhance national defence capabilities would increase in direct proportion.

 

The DPRK remains steadfastand unchanged in its determination to firmly defend the national sovereignty, security interestsand well-being of the people against the hostile threatsrom outside.

 

The U.S.and its following forces should look back on the consequences of their hostilities committed so far tarnishing the image of our stateand gravely infringing upon our securityand fundamental interests,and make a right choice judging what the end result would be.

 

Mr. President,

 

Comrade Kim Jong Un, President of the State Affairs of the Democratic People’s Republic of Korea said: We should not tolerate the imperialists' moves for aggressionand war against sovereign nations; instead, we should struggle to ward off the danger of warand defend global peaceand security.

 

Now the U.S. is arbitrarily judging other countries by its unilateral hegemonic values.and it is imposing inter-camp confrontation upon them, creating deep divisionand conflict among states.

 

As the U.S. is seeking politico-military collusion on an unprecedented scale for alleged cementing allianceand revivingand expanding worldwide such aggressive military bloc as NATO whose days are numbered, the world is now faced with the worst security crisis after the WWII.

 

No countryor region in the world can be said to be secure, as long as there exist high-handed acts of dominationist forces posing a threat to other nations’ security, while schemingand inciting bloody confrontation, coup d’étatand war in different parts of the planet, in pursuit of their hegemonyand expansion.

 

The current reality urgently demands the UN to strictly adhere to the principles of impartialityand objectivityand to fulfill responsibly its missionand role enshrined in the UN Charter, in keeping with its mission to save the presentand future of humanityrom the scourge of warand realize international justice.

 

The issue to be addressed before anything else in the UN activities is to ensure that the Security Council is not allowed to be used as an instrument of specific forces for pursuing their geopolitical purposes, but strictly observes the principles of objectivity, impartialityand equity, befitting its heavy responsibility for maintenance of international peaceand security.

 

It was only a month ago when the UNSC disgracefully convened meetings to debate as separate agenda items the legitimate right to a satellite launchand “human rights issue” of the DPRK, a full-fledged UN member state.

 

It is nothing more than an insult to the spirit of the UN Charterand deliberate negligence of its mission that the UNSC put on the table the justand independent right of a sovereign stateand groundlessly took issue with human rights situation of an individual country.

 

It has no relevance at all with its mandate of maintaining international peaceand security. On the contrary, the UNSC has never expressed concern over the U.S.and its following forces’ nefarious nuclear war exercises against the DPRKand continued deployment of strategic assets, which clearly constitute threat to peaceand security of the Korean peninsulaand the rest of the world.

 

In defiance of strong protestsand criticism of the international community, Japan discharged nuclear-contaminated water into the ocean at long last, thus causing irrevocable damage to the safety of humanityand marine ecological environment. Nevertheless, the Security Council is keeping silenceand furthermore, some permanent members do not even hesitate to resort to irresponsible act of instigating it.

 

The failure of the Security Council to carry out its inherent dutyand responsibility of defending global peaceand security has its root-cause in the unfairand double standards behaviour of the U.S.and some UN member states obedient to it.

 

If the Security Council does not observe the principles of sovereign equalityand respect for sovereignty enshrined in the UN Charter, it will never live up to its reputation as representing the general will of the UN member statesand instead, will only earn a shameful name of the “inner room” of the U.S.

 

Inorder to prevent the high-handednessand arbitrariness of specific forces including the U.S. in the Security Council, it is essential to reform the West-led irrational structure of its membershipand to this end, expandand strengthen the representation of developing countries which make up the absolute majority of United Nations.

 

The Security Council should also put an end to the acts of discrediting sovereign states, interfering in their domestic affairsand fomenting confrontationand division by tabling issues detrimental to its missionand mandate.

 

The delegation of the DPRK avails itself of this opportunity to extend full support to Cuba keeping up the banner of socialism invariably in the face of the heinous sanctionsand blockadeand subversive scheme by the U.S.

 

We also strongly rejectand condemn the U.S. economic, commercialand financial blockade against Cuba, the decades-long economic genocide,and its designation as a state sponsor of terrorism,and demand their immediate withdrawal.

 

At the same time, we call for immediate, completeand unconditional withdrawal of all coerciveand unjustifiable measures against Syria, Venezuela, Iranand other independent countries. We also express our invariable support forand solidarity with the Palestinian people in their righteous cause to regain their legitimate national rights including establishment of an independent state with East Quds as its capital.

Distinguished representatives,

 

Independence, peaceand friendship are the foreign policy ideas consistently maintained by the Democratic People’s Republic of Korea.

 

The DPRK will, in the future, too, forge unityand cooperation with all countriesand nations that aspire after independenceand love justice while opposingand rejecting aggression, intervention, dominationand subordination, regardless of differences in ideasand systems. We will also expandand develop diversified exchangesand cooperation with capitalist countries as well that respect our countryand are friendly to us.
